Christopher Blake Carver is an author, presenter, advisor, and 31-year public safety veteran. He has served in roles ranging from fire/EMS dispatcher in a one seat firehouse-based dispatch office to Director of the nation’s largest and busiest Fire Department Dispatch Operation—the FDNY. He received his bachelor’s degree in Geography and Regional Studies from Ohio State in 1999 and his master’s in public administration with a concentration in Emergency Management from Jacksonville State University in 2007.
During his career he has served during for some of the most significant emergency events in recent American History—from Superstorm Sandy in 2012 to the terrorist attacks of September 11, 2001, and the Blackout of 2003. Christopher also served as training coordinator for FDNY and was heavily involved in the multi-year, multi-billion-dollar effort to improve 9-1-1 in NYC through new technology, facilities, and related efforts. In 2012, Christopher began speaking at conferences about his experiences in New York and on topics including leadership, supervision, crisis and project management. He obtained his NENA CMCP and ENP certifications in 2013 as well as his APCO RPL (Registered Public Safety Leader). Also in 2013, he became an instructor for NENA and developed the Leadership in 911 single day in person course, presenting to hundreds of students at agencies across the United States. He also became an adjunct professor for John Jay College the same year, teaching a course he developed on Fire Service Communications.
After his time in FDNY, Chris served as Director of PSAP Operations for the National Emergency Number Association (NENA), supporting the roll out of NG9-1-1 and the development of essential standards to improve the performance and technology of 9-1-1 in the US and beyond and continued to instruct and present at conferences around the world.
Following NENA, in 2019, Christopher transitioned to the vendor side, bringing his extensive experience and industry insights to Hexagon, where he serves as Director of Market Development and an in-house industry expert and facilitator.
Outside of his full-time work, Christopher has been a frequent host of and Guest on various webinars and podcasts and has provided advising and mentoring support for prospective leaders in government and public safety through various organizations. He is the President and Executive Director of the North American Chapter of ICCRA, the International Critical Control Rooms Alliance. Chris is an Elder in the Broad Street Presbyterian Church and is a member of multiple community, professional, and social organizations.  He lives in Columbus Ohio with his husband Jayce and remains a proud Ohio State alumni and fan. His first book, Milestones and Miracles, the Incredible Odyssey of a Fire Dispatcher from Ohio to 9/11 and beyond was published in the Fall of 2025 and is available on his website (cbcarver.com) or via amazon.
